The Village of Lithopolis council approved on April 19 an ordinance authorizing the mayor and village administrator to enter into the Ohio Department of Transportation’s (ODOT) annual road salt bid process. The ordinance was declared an emergency measure to meet ODOT’s required timelines and ensure the immediate preservation of public peace, health, and safety.

This decision allows Lithopolis to participate in a state-wide contract for purchasing road salt, which is essential for maintaining safe roads during winter. The ordinance outlines that Lithopolis agrees to all terms set by ODOT, including purchasing a minimum of 85% of its submitted salt quantities from the awarded supplier at the delivered bid price per ton. It also specifies that any claims or disputes arising from participation will be handled solely by the village.

According to the ordinance, “the Political Subdivision hereby agrees to be bound by all terms and conditions established by ODOT in the road salt contract and acknowledges that upon award of the contract by the Director of ODOT it shall be bound by all such terms and conditions included in the contract.” The document further states that if Lithopolis wishes to rescind its participation agreement, it must do so via written email request before May 1 at 5:00 p.m., with confirmation required from ODOT’s Office of Contract Sales.

Lithopolis provides services such as utilities and police protection as part of its statutory village government structure dating back to 1814. It collaborates with partners for emergency services and maintains community facilities like its village office and Wagnalls Memorial Library according to the official website.
