Paul A. Speer, a 56-year-old resident of Toledo, Ohio, was sentenced on Apr. 6 to 20 years in federal prison after pleading guilty to receipt of child pornography. U.S. District Judge Jeffrey J. Helmick handed down the sentence following Speer’s admission in November 2025.
The case highlights ongoing efforts by law enforcement and the justice system to address crimes involving child sexual exploitation and abuse.
According to court documents, staff at a Best Buy store in Toledo contacted police in December 2024 after suspecting that a computer brought in by Speer contained illegal material. A subsequent search warrant and forensic analysis revealed more than 570 images and videos depicting child sexual abuse, including graphic depictions involving toddlers and prepubescent children.
Investigators also found that Speer had previously been convicted in November 2000 of three counts of raping a child under age thirteen. The investigation was led by the FBI Toledo Resident Agency and the Toledo Police Department, with prosecution by Assistant United States Attorney Tracey Ballard Tangeman for the Northern District of Ohio.
Speer was ordered to serve a lifetime term of supervised release upon completion of his prison sentence, pay $3,000 in restitution to victims, and contribute $2,000 toward the Amy, Vicky, and Andy Child Pornography Assistance Act—a fund established in 2018 for victim support.
