The City of Hilliard Division of Police named Officer Luke White and Intelligence Support Analyst Nicole Lemaster as Employees of the Year, according to an announcement on Apr. 20. Both were nominated by their colleagues for their outstanding service to the community.
This recognition highlights the city’s ongoing commitment to public safety and excellence in community service. The City of Hilliard, located in western Franklin County, Ohio, focuses on providing quality services for residents through law enforcement, recreation, and economic growth efforts. The city has achieved a top credit rating for its financial practices, according to the official website.
Officer White began his involvement with local law enforcement as a member of Hilliard’s Explorer Post 2286 during high school before being sworn in as a police officer in 2019. Chief Michael Woods said that White quickly became known as a leader within the department. He has served in various roles including patrol officer, field training officer, bike unit member, and now acts as an advisor to the Explorer’s unit. Coworkers described him as “a well-rounded officer who is always willing to assist and highly regarded by his peers,” also noting that “fellow officers frequently seek him out for advice, guidance, and assistance.”
Nicole Lemaster joined HPD in 2024 after serving seven years in the U.S. Navy as an intelligence specialist. In her current role she supports investigations by working closely with officers to identify crime patterns and generate reports. Her colleagues called her “a proven asset” who does “exceptional work that enhances the effectiveness of the division.”
In addition to these recognitions, Lt. Tyler Harris received the Chief’s Award for establishing a district-wide Threat Assessment and Threat Management Team aimed at early identification and intervention for students experiencing crisis situations.
Hilliard also promotes cultural engagement through community events and historic site preservation according to its official website. The city manages facilities such as The Well recreation campus—which includes gymnasiums, pools, fitness areas—and maintains parks through its Recreation and Parks Department according to its official website. Funding for these operations is overseen annually by Hilliard’s Finance Department according to its official website.
Broader recognition has come from outside organizations; Hilliard was named one of seven top intelligent communities globally due to innovative economic development strategies according to its official website.
