These bills aim to adjust valuation formulas, cap future increases, and expand exemptions for seniors and low-income residents. According to House Republicans, the package is framed as a direct response to voter frustrations over escalating local tax burdens and inflation-driven cost-of-living pressures. If signed by Governor DeWine, the measures would mark one of the largest property tax reductions in Ohio’s modern legislative history.
According to the Ohio Legislative Service Commission, the combined fiscal impact of the four property tax bills is estimated to provide $2.4 billion in statewide relief over multiple fiscal years. The largest component measure revises property value calculations tied to county appraisals, directly reducing tax obligations for residential homeowners and small businesses.
Data from the Tax Foundation indicate that Ohio’s property tax rate ranks 12th highest in the United States, with an average effective rate of 1.58%. The new legislation, if enacted, would lower the average burden on Ohio homeowners, aligning the state more closely with the national median rate and improving affordability for middle-class families.
