U.S. Senator Elizabeth Warren and Representative Gregory Meeks have requested detailed information from the Commerce Department about licenses for exporting semiautomatic firearms, according to an April 10 letter sent to Under Secretary of Commerce Jeffrey Kessler.

The lawmakers are seeking a comprehensive account of export licenses approved since January 2025, including details about the types of firearms exported, recipient countries, purchasers, and monitoring efforts to prevent illegal diversion. This move highlights ongoing debates over the regulation of firearm exports and concerns about their potential link to crime in other countries.

According to a Reuters report cited in the letter, Warren and Meeks asked for data covering semiautomatic rifles, pistols, shotguns, accessories, license approvals by country and purchaser type, as well as any monitoring conducted by the Bureau of Industry and Security (BIS). The lawmakers wrote that U.S. manufacturers “are responsible for almost 20% of crime gun traces in Central America and over 37% globally outside of North America.”

Firearm exports from the United States are subject to reviews by both Defense and State Departments due to security or human rights concerns. All applications for exporting firearms or ammunition undergo a full end-user check by BIS’s Office of Export Enforcement regardless of prior approvals or customer history.

Data from the Bureau of Alcohol, Tobacco, Firearms and Explosives shows that between 2017 and 2021 approximately 11 percent—or nearly 18,749—firearms recovered at foreign crime scenes were lawfully exported from the United States; this represents less than one percent out of more than two million total firearms legally exported between 2016-2020.

Warren has also introduced legislation aimed at restricting commercial use of ammunition produced at Lake City Army Ammunition Plant. Mark Oliva from NSSF said: “These attempts risk the military readiness of Lake City Army Ammunition Plant… Commercial utilization enables the Army to ensure… there are no gaps in military readiness.”
