State Senator Nathan Manning (R-North Ridgeville) announced today he has secured funding in the state’s capital budget for numerous key projects in the 13th District. Manning obtained $4,450,000 in funding for sixteen projects in Lorain County and $1,150,000 for five projects in Huron County.
"I am thrilled we were able to obtain important funding for so many amazing projects," said Manning. "We will help preserve historic sites and memorials, bolster our mental health facilities, and establish community centers that will greatly enhance the quality of life in both Lorain and Huron Counties, right now and for years to come."
Capital Budget funding secured by Manning includes:
$900,000 for Lorain Nord Center. This money will fund the construction of a free-standing 29,000 square foot Crisis Receiving Center. Split over two floors, this center will provide a safe environment with access to emergent behavioral healthcare and detoxification services. Staffed by nurse practitioners, nurses, social workers, counselors, and peer-trained staff, the center will provided 24/7 access to care for Lorain County and the surrounding communities.
“The Lorain County Crisis Receiving Center will bring innovative care to the region for those experiencing behavioral health and/or substance use disorder crises," said Don Schiffbauer, Chief Executive Officer of The Nord Center. "In addition, this state capital funding will provide support for bringing greatly needed detox services into Lorain County. The Crisis Receiving Center will provide 24/7 comprehensive emergency behavioral health and substance use disorder care utilizing a multidisciplinary team approach. An integral part of the care delivery team are peer support specialists who bring credibility via lived experience and the ability to quickly build a rapport with those experiencing these crisis situations.”
“The crisis receiving center is the centerpiece of a much larger crisis care continuum for Lorain County," Michael Doud, Executive Director of the MHARS (Mental Health, Addiction and Recovery Services) Board of Lorain County. "The funding allocated to this project will support the delivery of innovative behavioral healthcare. Using a 'No wrong door' approach, the crisis receiving will not only provide a portal of entry, but also support a seamless transition of care designed to support recovery and healing.”
$350,000 for South Lorain Education and Wellness Center. This facility is supported by Boys & Girls Clubs of Northeast Ohio (BGCNEO) and Lorain County Community College. This funding supports the construction of Phase I of BGCNEO’s Education and Wellness Center: a 15,000 sq. ft. multi-use center that will be maximized for utility by providing adult job training during the school day/night, while serving as a teen center from 2:30-6:30 pm. The teen center will provide multiple wrap-around educational and social services, including, but not limited to: tutoring and homework help; mentoring; substance abuse prevention programs; life skills; and vocational education. BGCNEO is working with Lorain County Community College to design and deliver a career training program that responds to the talent needs of local employers at the site during the school day and evening to help support an educated, skilled workforce to fill jobs.
“The community project funding for the Boys & Girls Clubs of Northeast Ohio’s South Lorain Education and Wellness Center, included in the state capital budget, is a critical part of this project,” said Mike Conibear, Boys & Girls Clubs of Northeast Ohio’s Regional Director for Lorain County. “The South Lorain Education and Wellness Center will be a next-level community asset that will include a new teen center, a gym, and adult career training programming for a region with great needs. We are thrilled to be partnering with the State on this project to meet the needs of the youth and community throughout Lorain.”
