A Washington County jury has found Scott Hickman, 53, of Waterford, guilty in the 1995 murders of Kimberly Fulton and her 17-month-old son, Daniel. The verdict follows a two-week trial that concluded nearly thirty years after the deaths occurred.

Hickman was convicted on four counts of aggravated murder and two counts of murder for the killings that took place in Palmer Township. The bodies of Fulton and her son were discovered in a burnt-out mobile home on March 5, 1995. Investigators later determined that both victims had died before the fire started.

“These brutal murders went unsolved for three decades, leaving a family searching for answers and justice,” said Ohio Attorney General Dave Yost. “Thanks to the dogged work of detectives and prosecutors from multiple agencies – masterfully led by Senior Assistant Attorney General Dan Kasaris – this villain is finally behind bars.”

The investigation into the case was reopened in 2019 by cold-case detectives from the Washington County Sheriff’s Office and the Ohio Attorney General’s Bureau of Criminal Investigation. In October 2021, Hickman was indicted after new evidence emerged from exhumations and autopsies conducted during the renewed inquiry.

Hickman is scheduled to be sentenced on October 14.

Another individual connected to the case, Johnny Ball of Marietta, was indicted in May 2024 on charges including five counts of perjury and one count of obstructing justice. His legal proceedings are ongoing.

The Special Prosecutions Section within the Ohio Attorney General’s Office handled prosecution duties for this case.
