On March 19, 2025, the Buckeye Firearms Association (BFA) presented its testimony before the Ohio House Judiciary Committee in support of House Bill 5. This bill, introduced by state Representatives Josh Williams and Bernard Willis, aims to restore gun rights for nonviolent offenders who have served their sentences and maintained a productive life.

Rob Sexton, BFA's Legislative Affairs Director, expressed strong support for HB 5, stating that it addresses a persistent issue in Ohio law. Sexton emphasized the importance of balancing punishment for violent offenders while restoring rights to those with minor offenses who have fulfilled their societal obligations.

Firearms attorney Derek Debrosse also contributed to the testimony by explaining the legal framework of the bill. He highlighted how current laws inadequately address firearm-related cases and how HB 5 proposes necessary improvements.

Sexton stated: "Whether in regard to the US Constitution or the Ohio Constitution, it is understood that the civil rights laid out in these foundational documents are God given." He added that restrictions should apply only in extreme cases involving violent criminals or individuals deemed mentally incapacitated.

He further noted that legislators have debated over three General Assemblies on achieving a balance between punishing repeat offenders and restoring rights to rehabilitated individuals. Sexton praised HB 5 for striking this balance by providing a pathway for individuals who have been crime-free for five years or more to regain their rights.

The BFA has long advocated for correcting what they see as flaws in Ohio law regarding gun rights restoration. Sexton expressed gratitude towards Representatives Williams and Willis for addressing this issue through HB 5. He urged the committee to consider sending the bill favorably to the full House.
