Last year, under the leadership of former President Joe Biden, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) released a report detailing the impact of the "zero tolerance" policy on the firearm industry. This policy, implemented in 2021, aimed at firearm retailers led the National Shooting Sports Foundation (NSSF) to use terms like "devastating" and "daunting" to describe its consequences.
The latest report representing 2024 data indicates an even more challenging scenario for federal firearms licensees (FFLs). This situation underscores the significance of the transition from President Biden to President Donald Trump.
President Trump, in April, announced through ATF and the Department of Justice the repeal of the "zero tolerance" policy. NSSF commended this decision, emphasizing its importance for the lawful firearm industry's operation and the preservation of Americans' Second Amendment rights.
The ATF's recent data shows 9,696 firearm compliance inspections were conducted last year. More than half, 54%, of the inspected FFLs had no violations. However, license revocations rose to 195, a nearly 25% increase from 2023, a year described as devastating by NSSF. Additionally, over 1,480 FFLs surrendered their licenses due to the burdensome costs associated with defending against revocation hearings.
The report highlighted 1,689 violation reports, 721 warnings, and 214 warning conferences. The NSSF applauded President Trump in February for his commitment to protecting Second Amendment rights. He directed ATF and DOJ to revoke the "zero tolerance" policy, which penalized FFLs for minor clerical errors. New leadership at ATF includes Acting Director Daniel Driscoll, Deputy Director Robert Cekada, and Assistant Director and Chief Counsel Robert Leider.
ATF's fact sheet on 2024 figures demonstrates the firearm industry's support for President Trump's administration. FFLs, manufacturers, distributors, and retailers are committed to upholding regulations and assisting Americans in exercising their Second Amendment rights.
The approach of focusing on criminal penalties while supporting the firearm industry was contrary to the former president's stance, who labeled the industry "the enemy." In contrast, President Trump and Attorney General Pam Bondi are focused on enforcing existing gun laws and protecting the Second Amendment.
